TCC, LLC Employment Support Program

Operating out of Valdez, Alaska, TCC, LLC was formed in 1994 to provide oil spill prevention and response services in the Prince William Sound region. TCC is a joint venture between Chenega Corporation (“Chenega”) through its wholly owned subsidiary, Chaaniqmuit Services, LLC, and two of our affiliated Alaska Native organizations, Tatitlek Corporation and Chugach Alaska Corporation. By partnering with Alyeska Pipeline Service Company, TCC works to secure Prince William Sound’s land and wildlife preservation from oil spill related degradation. TCC is regarded for its high-quality service and dedication to safety and is a recognized leader in oil spill prevention and response.

Through its TCC joint venture, Chenega Future, Inc. (CFI) is proud to support career pathways to qualified Chenega shareholders, descendants and their spouses (herein collectively referred to as “shareholders”).  Careers range from entry level to highly specialized and are generally centered around:

  • Oil spill response and readiness (land and sea)
  • Boom operations
  • Oil spill cleanup and shoreline support
  • Logistics, maintenance and operational support

  • TCC Training Scholarships

    The majority of TCC’s positions require prior training and are union represented. TCC partners with Alaska’s Laborers (Local 341), Teamsters (Local 959), and the International Operating Engineers (Local 302) to fill most of their jobs.

    Recognizing that individuals interested in working at TCC may need to obtain specific skill sets to qualify for jobs, CFI offers TCC Training Scholarships to help eligible shareholders receive the necessary education to meet them. CFI awards up to three individual scholarships for eligible shareholders per year, with each scholarship having a maximum value of $12,000. Scholarships may be used to participate in the following training programs (including registration/application fees and program sponsored learning materials).

    • Apprentice programs facilitated by the unions from which TCC hires.
    • Applicable Alaska Vocation Technical Center (AVTEC) programs.
    • Class A CDL certification (with hazardous waste and bus endorsement).
    • 24 Hour HAZWOPPER Certification (may be paired with one of the above programs).

    To be eligible for the TCC Training Scholarship shareholders must:

    • Pursuant to the CFI Scholarship & Guidelines (2018):
      • Be a shareholder of the Chenega Corporation, and either (i) an original “Base Roll” member of the federally recognized tribe of the Native Village of Chenega, or (ii) an original holder of Chenega Corporation Settlement Common Stock, or (iii) the issue of a person described in (i) or (ii).
      • Be a spouse of issue of any Shareholder that qualifies under (i) through (iii) above or a spouse of a living Chenega Corporation shareholder. (The spouse must provide a copy of the marriage certificate.)
    • Not be in a payback status with CFI.
    • Be at least 18 years of age.
    • Have a high school diploma or GED.
    • Have a valid Alaska Driver’s License.
    • Complete a brief application.
    • Submit a written statement of interest to CFI department between January 1 and March 30 describing which training programs they are interested in and how they believe it will impact their future in a positive way (300- 500 words).
    • Pass an internal drug test.

    Note that while CFI has eligibility requirements to receive TCC Training Scholarships, the training programs and apprenticeships have their own participation requirements and time commitments. Interested individuals must ensure they are able to meet both sets of criteria.

    Scholarship awardees will be notified by April 30 via phone call and email.  CFI will coordinate with awardees to provide training program enrollment assistance.

    TERMS AND CONDITIONS

    • To receive the TCC Training Scholarship, awardees must formally enroll and be accepted into an approved training program.
    • CFI will pay training vendors directly.
    • Awardees are expected to complete the training program in full. Should an awardee fail to attend or complete the program they are responsible for seeking a refund from the training provider and if no refund is available, reimbursing CFI for the total cost of the training before they are eligible for future funding through CFI.
    • While the TCC Training Scholarship is provided with the intent for awardees to obtain the necessary skills to be employable at TCC, if no positions are available, awardees are not prohibited from accepting other work they are qualified to do .
    • Union apprenticeships are paid positions through the union. Awardees retain their earnings and no reporting is required by CFI.
    • TCC Training Scholarships are taxable. Awardees will receive a 1099 for the cost incurred by CFI to participate in training programs.

    *Chenega is exploring funding the TCC Employment Support Program through the Chenega Heritage Trust. If possible, financial support would not be taxable to the awardee.

  • TCC Employment Cost Assistance

    CFI provides TCC Employment Cost Assistance to four eligible Chenega shareholders, per year working at TCC. This assistance is intended to ease the initial investment of joining a union and relocating to Valdez. Costs CFI covers include:

    • Initial union membership fee and first month of dues (approximately $500).
    • 24 Hour HAZWOPPER Certification (approximately $180).
    • Short-term, job-ready training lasting 8-40 hours that is a required pre-requisite for a position (price varies).
    • Transportation Worker Identification Credential (TWIC) ($125).
    • Stipend to help cover the cost of travel to Valdez ($250).
    • Up to 90 days of consecutive lodging (no incidentals) at the Chugach Naswik Suites to allow time to secure housing.

    To be eligible for TCC Employment Cost Assistance, shareholders must:

    • Pursuant to the CFI Scholarship & Guidelines (2018):
      • Be a shareholder of the Chenega Corporation, and either (i) an original “Base Roll” member of the federally recognized tribe of the Native Village of Chenega, or (ii) an original holder of Chenega Corporation Settlement Common Stock, or (iii) the issue of a person described in (i) or (ii).

    • To receive assistance, individuals must actively follow-through on mandatory job-related pre-employment processes through CFI, the union and TCC (submit required paperwork, perform required background screenings, fit for duty physicals, engage with required contacts, etc.).
    • TCC Employment Cost Assistance is taxable. Awardees will receive a 1099 for the costs incurred by CFI.

Program outcomes will be tracked through KPIs annually and amendments will be made through the life of the program in the interest of continuous improvement. The TCC Employment Support Program is administered at CFI’s discretion. Based on merit, available funds, resource availability and other factors deemed relevant, with the approval of Chenega’s CEO, the program is subject to change with or without notice.
